Dear NetBeans Development Team,   I am writing to inform you about a critical 
issue I have encountered with NetBeans IDE, starting from version 21, when 
installed on a Windows operating system. The problem arises specifically when 
the user directory contains Polish characters.  Upon launching the IDE, the 
application fails to access the specified user directory, resulting in the 
attached error message. As a result, the IDE cannot function properly. The 
error message suggests ensuring that the user directory is writable, but the 
issue persists regardless of directory permissions.  Here are the relevant 
details:   Operating System:  Windows 11  NetBeans Version:  21 and above  User 
Directory:  Contains Polish characters   The exact error message displayed is:  
 An instance  of  the program cannot access specified user directory.
This  is  a serious problem that may prevent the program  to   function  
properly.
Make sure C:\Users\RafaL, AuguLt>cik\AppData\Roaming\NetBeans\ 22   is  
writable.
Click OK  to   continue   in  spite  of  previous  error .
  I have attached a screenshot of the error message for your reference.  I 
kindly request your assistance in resolving this issue, as it prevents me and 
potentially other users with non-ASCII characters in their user directories 
from using the latest versions of NetBeans IDE. Please let me know if you 
require any further information to diagnose and address this problem.  Thank
