on one hand this is a low risk minor point release which fixes a few

Basically just reiterating what I said on Slack so it's on the list,
but minor point release would fit with criteria for rc3 in my opinion.
I would retarget and retest against delivery so it's mergeable and
reviewable against that at least. Anyone with concern could always -1
maven PR targets delivery now, commit sits on top of delivery too.
