I hadn't tried with cleared ~/.gradle. Still working, but it does download both 8.9 and 8.10 so the initial wizard takes forever! I wish we had more feedback in the initialization stage. It's annoying we have to download the Gradle version matching the Tooling API just to initialize the wrapper. That is one downside of actually removing some IDE "magic"! ;-) Could be an argument in favour of upgrade of the Tooling API even this late though, not to mention from your experience it seems a little flaky.
