It's running on an ASF VM and linked to in ASF sources.  So, yes it is
and yes it can.

Re-reading that it's a little depressing that we're discussing the
same issues again without resolution over two years later.

FWIW I remain in favour of running the whole thing from a git repo
with GH issues and PRs used to manage verification, like everything
else.  However, I'm no longer in a position to work on that.

If the current process is 1.5 months (half a release!) behind, it's
not working.  At the same time, I have some concerns about
non-committers having verification permissions.
