we don't have test stats for CI on github, so I crawled the github API a
bit to generate a top 10 lists of failing steps:

if we can't fix a test we should either turn it off or isolate the test
and wrap it in a retry script
lets try to improve this situation a bit - I am currently restarting
jobs on a daily basis to check if master is still green.
