we don't have anything else outside of the release notes right now (and I guess 
the download page which has a short "known issues" list).

The notes itself are just a markdown file which we sometimes manually adjust, 
so if anything needs to be highlighted it could be done there directly.

We had the concept of the "highlight" PR tag but it didn't work since nobody 
used it.

Do you want to highlight anything in particular about the last NB25 release?

not sure if this would work very well for IDEs like NB. It is difficult to pick 
release highlights there since so much changes over a very wide field.

It is quicker for users to jump to the release note category they are 
interested in and check if there is anything they like.

Release managers do have a lot of tasks already this would just come on top of 
it which isn't ideal.

Mails in general are not ideal there since they can't be updated, if someone 
wants to mention a particular PR and the mail is already sent its too late.

We are actively trying to reduce release management tasks, since releasing an 
IDE isn't easy and quite time consuming.
