No, this has nothing to do with packages distributed via Apache.  It
is for third-party packagers that want to call their package Apache
NetBeans.  If you want to make a package with the NetBeans sources and
JavaFX in it, you would have to call it something else.

This proposal doesn't restrict much that isn't already restricted.  If
anything it's loosening up the default ASF policy in a few areas, and
clarifying how it applies specifically to the IDE.
