Hi,

tldr: switching from ubuntu-latest to ubuntu-26.04-arm or ubuntu-26.04
will make things go faster

github CI is close to unuseable right now with ~7h queue times. Some of
us did some investigating by crawling the API across all ASF projects
and one finding was that a suspiciously low number of nodes was actually
active while the queue was growing. After some testing it turned it this
wasn't linked to the most plausible causes (number of physical boxes of
a certain arch) but far more mundane: Concurrency limits are enforced by
label... and ubuntu-latest is the label everyone is using.

So switching from ubuntu-latest to ubuntu-26.04 (which is the same
image) would be like another queue opening up at the grocery store.
Anticipating that everyone is going to switch lanes now, i would suggest
to switch most jobs to arm and leave the rest on x64. I hoped tactical
waiting would pay off by not switching but it isn't working.

I tested arm before for other reasons:

best regards,

michael
