The ASF is all merit based.

The usual process is that someone contributes to a project for a while. And if 
the PMC members of the project think you would be a good addition to the 
project then they hold an internal (private) VOTE thread (72h) on this person.

During incubation thiss is a bit more relaxed. Sometimes there are people who 
already did very valuable contributions to the project before the incubation 
starts. 
In which case it is usually much faster to get on board.
