Regardless of how the new API review process works (FWIW something similar to 
the current makes sense to me - now that I’ve read it) I think it’s safe to say 
that there will be such a process.

To that end, can we establish an apache API mailing list and move away from the 
Netbeans one?

Also, given that UX is a big thumbs up for Netbeans, can I suggest that 
establishing a review process for UX should be a very early post migration 
priority.
