github.org/oracle/netbeans? Create a directory called drop1 or something
meaningful. Make the repository read-only so no one thinks it's "live".

3. Sign, scan, and send the CCLA to [email protected].

import. The important thing is that changing the license headers is
transparent (visible to the public).

7. When drop2 is ready, repeat from step 1.
