In sorting through the files and doing the relicensing, since it's going to be a very large set of changes, we'd like to do one big merge from a fork. I.e., we propose doing a fork of incubator-netbeans to, for example, github.com/geertjanwielenga, and then doing all the license changes there, after which we'd do one big merge into incubator-netbeans.
