Yes, those can be relicensed, but I'd suggest we (Jan?) investigate/incorporate that pattern into the tool ( https://github.com/apache/incubator-netbeans-tools) so we can automate this in order to (1) catch as many as possible at the same time and (2) avoid error-prone and unnecessary manual changes.
