Sorry for the double post, But looking at the Issue Permissions it seems only users with the following permissions can be assigned issues:
Project Role (Contributors) Project Role (Committers) Project Role (Administrators) Project Role (PMC) I'm not sure, maybe its Geertjan who can change your permission...
