Yes, as per "Podling Constraints" at https://incubator.apache.org/guides/releasemanagement.html an Incubator PMC vote, on their general@incubator.a.o list must be held following this one, with a similar format. It's good to mention there any Incubator PMC members who already voted +1 here. I might be offline once that vote starts, feel free to carry my +1 over in that vote.
