User. Everyone is a user of NetBeans IDE or the NetBeans Platform or the NetBeans APIs.
Until it turns out that we're getting too many mails on the users mailing list -- at which point we can split into two or more additional mailing lists -- that's the place for all discussions relating to users of NetBeans.
