User.

Everyone is a user of NetBeans IDE or the NetBeans Platform or the NetBeans
APIs.

Until it turns out that we're getting too many mails on the users mailing
list -- at which point we can split into two or more additional mailing
lists -- that's the place for all discussions relating to users of NetBeans.

The developer mailing list is only for those who are working on NetBeans
itself, e.g., fixing bugs, adding new features, working on the IP clearance
that we're currently focused on, etc.
