at this time I'm pretty happy with the way netbeans handles docking. There are already customizations possible for floating windows. These can be found in the options dialog: Appearance -> Windows Personally I don't see a reason to change the way undocked top compoents are displayed. I work with netbeans and so I'm either on a large enough laptop screen (15,4 inch) or a dual head setup. In both cases, the overhead for the tab is neglectable.
