Each VOTE thread must be about one specific set of artifacts, clearly identified. If NetBeans releases are named RC something, the candidates for them should use a different identifier for clarity. VC- for voting candidate or something. And the clarification needs to be at a persistent URL to avoid having to re-explain every time.
