Eirik already pointed out other drivers we might consider to bundle. Apache Derby would be another one. For the "add drivers" part it might be worth looking at the PR, that removed MySQL: https://github.com/apache/incubator-netbeans/pull/294 The changes that were done in db.drivers would need to be reversed for adding drivers.
