I like the idea to keep the welcome module. 

In some of my platform apps I have used an adapted version this code too.

Some years ago Jaruslav recomment me to separate the module into two:

welcome.core  
welcome.projects. 

It will be great if we cauld split the project GUI dependency by splitting into 
two modules.

The next week I am very busy but the week after maybe I can take some time.
