License for .form files

Hi Everyone,

I have noticed that there are multiple ".form" and "manifest.mf" files 
across multiple modules and all of these files are without licenses. 
Also, it is mentioned here 
<https://cwiki.apache.org/confluence/display/NETBEANS/List+of+Modules+to+Review> 
that these files come under problems that are to be solved centrally, 
but the Rat Report has mentioned some of these files here 
<https://cwiki.apache.org/confluence/display/NETBEANS/Initial+Rat+Report+for+2nd+Donation> 
(3 to be precise). So, how should these files be licensed?
