Yes that's my understanding. Apache artifacts are distributed via our mirroring system [1] and that's only for software that we produce. OTOH if the legacy NetBeans binaries are elsewhere, linking to them is fine provided there's no confusion as to what they are. I think best is to have a single link to a "non-Apache release archive" page.
