I still think you're misinterpreting this issue.  It don't believe it
has anything to do with Oracle legal, or in what circumstances code
under those two licenses can be bundled together, but specifically
Apache foundation policies on what can and can't be distributed by the
foundation - eg. https://www.apache.org/legal/resolved.html#criteria.
I would hope that policy around "platform dependencies" (eg.
https://www.apache.org/legal/resolved.html#platform ) will evolve or
things are going to get more complicated for us.
