1. I have started Apache NetBeans 10 vc3 with a fresh user directory.

2. I ignore the prompt (the balloon bottom right) that appears, prompting
me to install nb-javac.

3. I go to File | Open Project and I open an AnagramGame project I have
lying around on disk.

4. I go to Tools | Plugins and I look in the "Installed" tab, I search for
"javac" and I see nothing there.

It seems like to me no nb-javac is installed.

Provide your steps like the above to show what I'm not seeing here.
