I dunno, nothing is clear with Apache. I've generally seen Apache sources and binaries together on the same download page. They were part of the same 'release' although in theory people vote only on the sources.
So, I don't know what is means to publish a new "convenience binary" that was not part of the initial release convenience binaries. Even convenience binaries are available in the Apache mirror system and in order to publish something there as an act of the foundation I guess we need a vote. Maybe we can do it as a PPMC but the PPMC is not a legal entity and we are incubating so we probably need some incubator oversight anyhow. Otoh I don't believe we can have a vote on a binary only since the Apache vote is about the source. Anyhow, I'll be quiet and let a mentor clear things up.
