Just to set expectations -- I doubt there'll be full Java/Jakarta EE 8 support in Apache NetBeans 11 (unless you or others provide it, you're very welcome): the focus for Apache NetBeans 11 is to integrate what is currently in the enterprise cluster (i.e., the same as in 8.2) into the Apache NetBeans 11 release. That in itself is a big task, many odds and ends and licensing issues remain to be fixed.
