moving master to 0.4.0-snapshot

Team,

The master version is presently 0.3.1-snapshot.  But given the tickets
applied to master since 0.3.0 it is clearly now 0.4.0-snapshot.  I'd
like to change this unless someone else volunteers to do it first.

Any takers?
