Tony, I think that is accurate - but with the caveat that it is not necessarily FetchFile that would have problems. I could see potentially using ListFile -> FetchFile on a windows machine and then using site-to-site to push to a Linux Machine, which then does PutFile -- essentially a way to mirror directories from a Windows box to a Linux box.
In that case you would need to change the "path" variable to use the correct file separator. It's something that I believe needs to be addressed but would not hold up a release for it, since it is consistent with GetFile behavior and has a simple work around via the Expression Language.
