The issue that I think you're having here is that your XML is using namespace, 
but your
XQuery does not use any namespaces. The XQuery does support using a wildcard for
the namespace. So when I changed the XQuery to use the wildcard:

/*:OAI-PMH/*:ListSets/*:set/*:setSpec/text()

I get back two results:

h10255_dryad.148
10255_2

Does this give you what you need?
