In either case filing a JIRA is good but it doesn't guarantee anyone might look into it and doesn't indicate any sort of timeframe for when they would. Hopefully someone gets a chance to look into it. In the mean time perhaps you could take a look at other mailing list posts or JIRAs and see if you can help that person.
