Thanks for initiating the discussion! With the new Flow Action
Reporter, updated NiFi API version, and a number of other
improvements, things look good to proceed with a release candidate for
2.4.0. Starting on Monday should give a bit more time to wrap up some
open items.

Matt, I left one comment about the dependency inclusion on your PR,
otherwise it sounds straightforward.
