Submission location for UI ticket

In the past I had submitted UI tickets under NIFI-13475
<https://issues.apache.org/jira/browse/NIFI-13475> but I see a bunch of
tickets that were completed for 2.7.0 which are not under that ticket but
rather lone tickets not under any specific epic e.g. NIFI-15045
<https://issues.apache.org/jira/browse/NIFI-15045>. I have another UI
ticket to submit and I would like to know the correct place to create it.
Please advise. Thanks!
