Paul, team, I can see the confusion as far as KEYS file. It should be under "release" sub-folder of the https://dist.apache.org/repos/dist/ and NOT under "dev" sub-folder. Also, release candidates should go to "dev" and the releases should go to "release".
One more question: do we upload proposed releases (under the vote) right away to "release" area or start with "dev" and only copy them to "release" once voted in?
