Actually, below is premature. Once dev vote has been handled, it needs the
second round of voting by sending to gene...@incubator.apache.org as per:

https://incubator.apache.org/policy/incubation.html#releases

Unless you are just practicing release procedures and don't want the
previous release to be made available outside the ASF.
