Paul, We went ahead and moved KEYS file to "release". However, 0.5.0-rc1 release has been voted in (vote has concluded) but community decided not to go for an official release with it. Why do we need to cancel that vote then? 0.5.0-rc1 artifacts have been removed as well from "dev" location.
