Initial patch. This introduces a HostDB that keeps track of host information
such as its homepage, CrawlDB statistics, DNS status and allows for metadata to
be added. The dump tool can produce output suitable for the
DomainBlacklistURLFilter. With it, you can automatically get rid of unknown
that pollute your CrawlDB.
