Currently this is open scope. We are looking for someone who is
enthusiastic about graph algorithms and who is willing to invest the time
and effort in bring Nutch bang up to date with the functionality of Apache
Giraph out of the box. If you are interested I would urge you to head over
to the Giraph community and to put forth your proposal.
If you look at the archives from both communities you will see my thread
stating the deadline for proposals.

I am learning about building community... I am still learning and intend to
do so for a while yet.
