Hey Lewis, I for one am doing both, and all over. Some people are attaching patches, that I will review on JIRA. Others are using http://github.com/apache/nutch/#contributing, which if done right (aka ref PR title with NUTCH JIRA issue id) then it will have Github bot automatically comment on the associated JIRA issue. Anything done through Github should be mirrored to JIRA and I myself have moderated several things through to dev@ which are comments, etc.
