I've committed and closed the MemStore implementation of
[testReFetch|https://github.com/apache/nutch/blob/2.x/src/test/org/apache/nutch/fetcher/TestFetcher.java#L173].
I'm going to create an identical test which uses a persistent store to run
testReFetchPersistentStore
