There is an off-by-one error in
[https://github.com/apache/nutch/blob/master/src/plugin/indexer-csv/src/java/org/apache/nutch/indexwriter/csv/CSVIndexWriter.java#L408]
The nextQuoteChar==0 case is skipped and the value serialized verbatim instead
of being escaped.
I will send a PR after the ticket creation.
