The ant-eclipse JAR (ant-eclipse-1.0-jvm1.2.jar) is not cached but downloaded
again on every call of {{ant eclipse}}. Sometimes, for example when upgrading
dependencies, it's required to call {{ant eclipse}} repeatedly. Caching avoids
unnecessary downloads. Other tool jars are also cached: ivy, rat, spotbugs.
