We should implement counter caching for DNS failure bucket metrics in
ResolverThread to eliminate repeated HashMap lookups and standardize with
NutchMetrics constants.
ResolverThread.java creates dynamic counters for DNS failure buckets without
caching, causing repeated context.getCounter() calls in the DNS resolution hot
path. The counters also don't follow the standardized NutchMetrics constants
pattern.
