Add the Pipeline script for the ASF Jenkins job
[Nutch-Smoke-Test-Single-Node-Hadoop-Cluster](https://ci-builds.apache.org/job/Nutch/job/Nutch-Smoke-Test-Single-Node-Hadoop-Cluster/)
to apache/nutch so it is versioned in Git.
The job smoke-tests Nutch on a single-node Hadoop cluster. `GIT_REF` selects
what to build (branch, tag, or `pr/<id>`; default `master`).
