It defaults to 1 month old, try change to greater than 0 days or up the months 
to 4. Use advanced search and type “license" into the subject line. One of the 
first hits is [1]. Brennan has already set up a fossology instance.

BTW The  HPND license has been added to Category A, so is fine as long as your 
abide by its terms..

Rat is easy to use it is just a jar you run on a directory, interpreting it 
output is a little more difficult and you usually need to construct a rat 
exclusion file to filter out any 3rd party code or other known issues. Having a 
documented rat exclusion file would help teh incubator review your releases. 
Once that is done it will pick up any new issues quite easily. It can also be 
used to replace licenses headers.
