Yes, this is why I started saying it was already discussed.

I think adding the option to disable LIBC_LONG_LONG and TIME64 doesn't
necessarily make NuttX POSIX-noncompliant.

It could be not compliant to POSIX 2027, but it was compliant with POSIX
2003 for example.
