Have you followed the instructions on the following page:
http://wiki.rubyonrails.org/rails/pages/HowtoInstallOnOSXTiger
That would take you to a more up to date version of ruby. (The one by
default is pretty old) It also seems that xcode is not installed on
your machine and this is required to compile a few C extensions.
Also, for ease of work, instead of using sudo the whole time you can
install the gems in a local user directory:
http://rubygems.org/read/chapter/3#page83
