Fix For: 1.3
rampart-core is shipped with its log4j.properties file. If the
log4j.configuration is not set this file seems to be picked by default.
we need the ODE log4j properties to be used.
log4j: Using URL
[jar:file:/home/alexis/.m2/repository/org/apache/rampart/rampart-core/1.3/rampart-core-1.3.jar!/log4j.properties]
for automatic log4j configuration.
