Shammy,

did you have a chance to try the 'read-committed' level?

when I tried with the 'repeatable read' on 1.x branch, I got a quite similar 
problem to your. My problem was:

1. Due to delay in serialization of the Jacob status, the transaction for the 
second request starts before the transaction for the first request commits.
2. After the first transaction commits, even though the second transaction is 
not supposed to see changes on the first transaction under the repeatable-read 
level, the message route is visible on the second transaction due to the 
'update lock' on the route table.
3. Since the second transaction sees the route, it goes on, but, later does not 
find other persistent objects since the isolation level is repeatable-read.

We actually have been recommending the 'read-committed' level for ODE since a 
long ago.
