pmapi, fillScopeInfo should return failed activity information even if event

if event logging is enabled - fillScopeInfo returns all the activities executed
in the scope and their status as failed or started etc. this informations is
constructed from event logs
even if the logging is disabled, at least the failure informations should be
returned from bpel_activity_recovery table
