I have updated OFBiz repositories with the “hacktoberfest” topic
following instructions from INFRA document[1]

https://github.com/apache/ofbiz-framework
https://github.com/apache/ofbiz-plugins

> 2. Apply the “hacktoberfest” label to issues applicable for Hacktoberfest.

Applied label to some of the issue, I will soon add more to it
https://issues.apache.org/jira/issues/?jql=project%20%3D%20OFBIZ%20AND%20resolution%20%3D%20Unresolved%20AND%20labels%20%3D%20Hacktoberfest%20ORDER%20BY%20priority%20DESC%2C%20updated%20DESC

I would request other community members to apply labels to issues they
find applicable for the Hacktoberfest.
